Regional banks, which rebounded Tuesday to lift sentiment for the broader market, fell again Wednesday. The SPDR S&P Regional Banking ETF (KRE) lost 1.6%, pushed down by losses of more than 21% and 12% in First Republic Bank and PacWest Bancorp, respectively.


Investors could be piling into the innovation fund under the belief that the current banking chaos could make the Fed pause its rate hike campaign, which would benefit growth stocks. Wood's disruptive tech darlings were among the hardest hit by rising rates over the past year.


Halliburton bared the brunt of the energy sector's losses, plummeting nearly 11%. Marathon Oil, which shed 10.1%. APA Corporation and Devon Energy slid more than 9% each, while SLB, Hess Corporation and Diamondback Energy dropped more than 8%.

These funds also come with strong guardrails, ensuring that recipients do not build certain facilities in China and other countries of concern, and preventing companies from using taxpayer funds for stock buybacks and shareholder dividends. It will also support good-paying, union construction jobs by requiring Davis-Bacon prevailing wage rates for facilities built with CHIPS funding.


In addition, 12 Otkritie subsidiaries were designated today pursuant to E.O. 14024 for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Otkritie. The 12 Otkritie subsidiaries designated today include an insurance company, a bank, and other financial services companies in Russia and Cyprus. All entities owned 50 percent or more, directly or indirectly, by Otkritie are subject to blocking under E.O. 14024, even if not identified by OFAC.


In addition, 22 Sovcombank subsidiaries were designated today pursuant to E.O. 14024 for being owned or controlled by, or for having acted or purported to act for or on behalf of, directly or indirectly, Sovcombank. The 22 Sovcombank subsidiaries designated today include a variety of financial services companies in Russia and Cyprus. All entities owned 50 percent or more, directly or indirectly, by Sovcombank are subject to blocking under E.O. 14024, even if not identified by OFAC.
